Baguleys planning application turned down

The application to build 36 houses on land currently occupied by Baguleys Garden Centre, was refused at a meeting of Blackpool Council Development Control tonight. Following a site visit this afternoon, the Development Control Committee voted unaminously to refuse outline planning permission for the development which could have seen up to 36 new houses being built in the countryside area of Marton Moss contrary to Blackpool's Adopted Local Plan.

The decision is in line with the recomendations of planning officials who advised refusal of the application on the following grounds:-

"The proposal would compromise the open and rural character and function of this area of the Marton Moss Countryside Area and would thus be contrary to Policy NE2 of the Blackpool Local Plan 2001-2016.

Notwithstanding the increased housing requirement figures for Blackpool as set out in the adopted North West Regional Spatial Strategy, the proposal would be contrary to a comprehensive and coordinated approach to determine the future development strategy for this site and the wider surrounding area. As such it would be contrary to Policies RDF1, DP2, W1 and L4 of the North West Regional Spatial Strategy to 2021.

The scale of the proposal does not allow for the appropriate planning of supporting infrastructure, services and facilities which would be required if this area of the borough were identified as a location for major new residential development. As such the proposal is contrary to Policies LQ1, LQ2, LQ3, LQ5, LQ6, BH3, BH20 and AS1 of the Blackpool Local Plan 2001-2016.

The proposal would have an unacceptable impact on highway safety by virtue of the inadequate access to Midgeland Road and the inability of Stockydale Road to accommodate additional traffic generation by virtue of its width, alignment and lack of pavements. As such, the proposal would be contrary to Policy AS1 of the Blackpool Local Plan 2001-2016"
